Yes, there is. Go to Expedia.com
You can get the dining plan with any of the tickets you buy. You just have to buy them together. I called Disney today to book my vacation and I was told that I had to book it all together in order to get the dining plan.
There is a Military Discount for Room & dining out.
Then the military person gets a 5 day Park hopper & water fun and more ticket for free.
Also the tickets are DISCOUNTED big for the others in the party.

Yes, it is possible to get the dining plan but without the park hopper, you have to make sure that you are going to the park you have reservations for dinner for. I would never go to disney without making dining reservations ahead of time. You’d never get to eat. Reservations can be made 90 days out.
